216 – US Annexes Amazon Forest!

“Geographical manuals in US schools show an amputated Brazil, without the Amazon and the Pantanal. This is how students are taught that these are ‘international’ areas, in other words: this is how the North American public is prepared for the ‘internationalisation’ of these areas.”

“The following text is taken from a US high school geography manual, signalling the United States (jointly with the United Nations) can take over the Amazon to protect the water and air quality of the world.”

“The manual discusses how this area is in South America, a region with the worst poverty on the planet and divided among eight nations with a weird, irresponsible, cruel and authoritarian population – savages, drugs dealers, illiterates, etc… It is these peoples that could cause the death and destruction of the world, in a mere few years’ time.”

“Going into detail, page 76 of the manual ‘Introduction to Geography’ by David Norman (used at junior high school level), describes ‘Operation Columbia’:”

“North American troops (80.000 strong in Surinam and Guyana) will take over Brazilian airspace and launch rockets from Alcantara. The US will open a CIA office at the Foz de Iguazu tripoint (Argentina/Paraguay/Brazil) and implant two military bases in Argentina – one in Patagonia and one closer to Buenos Aires.”

“Legend below the map: ‘Here we see the International Reserve, consisting of territory of eight South American countries: Brazil, Bolivia, Peru, Colombia, Venezuela, Guyana, Surinam, French Guyana… Some of the most miserable countries of the world.”

“Since the middle of the 1980s, the most important nature area in the world became the responsibility of the US and the UN. The fund that was set up for this purpose is FIRAF (the ‘First International Reserve of the Amazon Forestal Fund’). This foundation has taken responsibility for the Amazon region, located in South America, a region among the poorest in the world and ruled by irresponsible, cruel and authoritarian governments. The area is part of eight different countries, the populations of which consist of violent types, drugs traffickers and ignorants, illiterates and primitives.”

“The foundation of FIRAF was approved and supported by the nations of the G-23 and it is a genuine challenge to our country and a gift to the whole world, as the ownership of this valuable global asset was in the hands of primitive peoples and countries without responsibility for these ‘lungs of the world’, which under their stewardship would disappear in a few years’ time.”

“We can say that this region has the greatest biodiversity on the planet, both in animal and plant species. The value of this region is incalculable, but the Earth can rest assured that the USA will not allow the Latin American countries to further exploit and destroy this heritage of all mankind. The FIRAF will be administered as any other US National Park, with strict rules regarding exploitation.”

“Please send this mail onto as many people as possible, to inform all of these insidious plans. Gracias, obrigado, thank you!”

This is the verbatim transcription of a rambling, repetitive chain mail (often but not always in Spanish or Portuguese) purporting to show a US scheme for taking over the Amazon basin, under the pretext of saving its globally vital resources from the clutches of the savage locals. It’s not hard to find some things wrong with it.

 

  •  Why would the US cooperate with the UN, or vice  versa? Both entities are more often at odds with one another than not. Furthermore, any such action would have to be approved by the UN Security Council; it’s inconceivable how other veto-wielding members would permit it, especially the increasingly uncooperative Russians, or the Chinese, who no doubt have their own agenda in the region.
  •  The quoted texts seem hardly appropriate for a school textbook, which are in most cases formulated in neutral tones, even in America… Unless this is an illustration of American arrogance as imagined by outsiders.
  • Why would the CIA open an office at said tripoint, and why would the US implant military bases so far from their area of annexation?
  •  The G-23 doesn’t seem to exist, or if it does, it’s neither googleable nor wikipediable. Maybe they meant the G-8?
  •  FIRAF is googleable, but only seems to turn up in news reports of questionable veracity, whereas entering it in the – fallible, but rather comprehensive – reference website wikipedia, draws a blank.
  •  An search for FIRAF does lead to this page of the US State Department, where this context is given:

 

“Since 2000, a forgery has circulated falsely claiming that the United States and the United Nations have assumed control of the Amazon rainforest in order to safeguard its treasures for all mankind.”

“The forgery purports to be page 76 of a U.S. sixth grade textbook titled An Introduction to Geography by David Norman. There is no indication that such a book exists. The U.S. Library of Congress, with more than 29 million books and other printed materials, has no record of it. The Online Computer Learning Center’s WorldCat database, the world’s largest database of bibliographic information with more than 47 million books, has no record of the book. Nor can such a book be found in Internet searches on amazon.com or Google.”

“To a native English speaker, the accompanying text’s many errors of spelling, grammar, and inappropriate tone and language are clear, although these would not necessarily be obvious to non-native English speakers. The words that are misspelled and some of the other most obvious errors are indicated in boldface. They are:”

 

  • 3.000 should be 3,000; Americans use a comma, not a period to separate thousands from hundreds in numbers
  • INT’L should be INTERNATIONAL; informal contractions would not be used in a textbook
  • responsability should be spelled responsibility
  • irresponsable should be spelled irresponsible
  • authoritary should be authoritarian
  • the “a” before “unintelligent” should be “an”
  • destroying should be destruction
  • vegetals should be vegetables
  • calcule should be calculate
  • cert should be certain
  • explorate should be exploit. 

 

“In addition, the text uses an inappropriate tone and contains many other grammatical and word usage errors. Some of the spelling errors in the forgery indicate that the forger was a native Portuguese speaker. In Portuguese, the word for calculate is calcule, and a word for vegetable is vegetal. On June 8, 2000, the then-Brazilian ambassador to the United States, Rubens Antonio Barbosa, characterised the forgery as ‘disinformation made in Brazil by sectors still unidentified’.”

“Ambassador Barbosa added, ‘The initial source of the supposed news was a website associated with the slogan Brasil, Ame-o ou Deixe-o [Brazil: love it or leave it], but with no identification of those responsible for the website.’ The Minister-Counselor of the Brazilian embassy at the time, Paulo Roberto de Almeida, stated that the forgery was linked to Brazilian ‘right-wing sectors that specialize in transmitting news of supposed attacks against our sovereignty in a manner that is not merely paranoid, but also irresponsible’.”

“The Brazilian embassy in the United States has this statement on the forgery, in Portuguese, on its website. Although the textbook page has long been identified as a forgery, it continues to circulate widely via e-mail, and is often believed.”

Which is how it ended up in my mailbox…

  2. There are actual textbooks out there that do something of the ilk, although more of the “analytical” type, not the “exposing government plots that don’t exist” type.

    I remember one such one from Grade 7 (circa 1985, although the book was obviously a few years older). Before I start, I’ll point out that I was at the time, and still am, Canadian, and this was a Canadian textbook. It was talking about what North America will look like in a certain “future” year (I forget what it was, but it was sometime in the early 21st century, maybe around 2014?) The story mainly focussed on the impending independence of Quebec, and the impassioned pleas from the rest of Canada to stay, but, the story ends with the birth of a new nation on the North American continent, and what that meant to the rest of what is now Canada. (As I recall, there was also a few changes in current US territory as well). Needless to say, I was fascinated by it, but for the life of me I can’t remember the name of the book, or else I’d bring it to the attention of this blog (as I remember there was a map, but I don’t remember enough details). All I remember was that the book had a light cream-coloured cover. :(

    I’m a Brazilian and I heard about this fake-mail a long time ago … as your post the strange story has been told since 2000. But I never had access to it.

  12. This sounds to me like an idea someone in Brazil came up with as a way of complaining about how environmentalists in the developed world (i.e., places like the US where we have become rich by exploiting our own land) like to tell Brazil and others that they should remain poor rather than exploit THEIR own land, because we rich norteamericanos rather like to go there for vacationing and to do research and so on. I feel there’s a valid point being made here, though is uses bizarre exaggeration to make it plain.

  14. At first I wondered if anyone would fall for this, since I’m assuming that the target would be lower class Brazilian farmers who were already paranoid about environmentalists. (I’m guessing they’d be similar to the lumberjacks here in the Pacific Northwest who always feel the constant threat that they’d be losing their jobs.) And I wondered, would these poor farmers even have access to the internet?

    And then I remembered that some hoaxes, such as the “children worship Satan thanks to Harry Potter” were circulated by hand. (Hilariously, some of the articles were reprints from The Onion, a parody site.) Maybe all the farmers don’t have internet access, but there’s a good chance someone does, and he’s posting the stuff up on church bulletin boards.

  15. No oil reservers as far as i know, but plenty of wood and other contruction amterials. I wonder when the US of A will invade Colombia so that they can simply provide cocaine for the nation rather then fighting against it as they have no income from illegal smuggling. Or maybe morocco for its hashish production and india for the marijuana. I mean its way more profitable to produce and sell it rather then fight to stop others from gaining income ;D

  16. One more error, of cartographic nature: Pantanal is said to be included in the putative Reserve territory, yet it is not (on the map).

    As for «the verb “calculate” in portuguese is “calcular”, and not as shown in the text.» The context is «[do] calculate» («[você] calcule»), not «[to] calculate» («calcular»).

    Well there are significant oil reserves in, for example, Ecuadorean Amazonia, but that falls well outside the boundaries of this fictitious reserve. As for Plan Colombia, that’s less about fighting against cocaine (it’s spectacularly counterproductive on that front) than prolonging a civil war from the 1940s. See:

  23. “The US will open a CIA office at the Foz de Iguazu tripoint” – yet another primary error pointing at a Brasilian author. The confusion is easily explained from the following facts:
    - There exists a Brasilian city called Foz do Iguaçu – Mouth of the Iguaçu [river, where it empties into the Paraná through spectacular wtaerfalls].
    - The Iguaçu river is called Iguazú in Spanish.
    - There exists no Foz do Iguazu in either Paraguay or Argentina, if only for the reason that “do” is “of the” only in Portuguese, not in Spanish – the nearest is Puerto Iguazú in Argentina.
    Being Brasilian (yes, with an _s_), I feel I am qualified to recognise a crude and malicious forgery by a fellow-countryman.

  26. This map was actualy created by a beverege company in Brazil, AmBev (http://www.ambev.com.br/), for it´s soda Guaraná Antártica (http://www.ambev.com.br/pro_34.htm), made out of a fruit with the same name of the soft drink (Guaraná).

    They first reveald the origin of this viral marketing “ad” when the map was showed in the Senate by senator Arthur Virgilio.

  39. Having gone through a number of history textbooks in preparation for teaching middle school soc. stud., I found this hoax immediately laughable. Modern textbooks have trimmed much of the end-of-book speculation that might have been found when I was a kid, and most current events are highly glossed. I have yet to find a book that mentions the drug wars or even Iran-Contra. American education is generally about /less/ information, not more. The CIA certainly isn’t selling its secrets into middle school classrooms, and anyone who believes these sorts of hoaxes does so from their own feelings, not because of any logic or independent evidence.

    Check your sources, guys! If you want to believe something with all your heart, there’s a good chance someone’s lying to you.

  42. I was part of a senior US military mission to Brazil several years ago. We visited the Jungle Warfare School in Manaus on the Amazon. They said they were studying unconventional warfare to protect themselves from the invasion of a “superpower” who would try to take their water. We suggested that this was rather far fetched, as there was only one superpower at the time and we knew the US had no intention of anything like this. Their reply was that the policy was written up in Al Gore’s book “Earth in the Balance,” which stated that it was the responsibility of the first world to take over patrimony of the world’s resources if the third world couldn’t. We told them no one listened to Al Gore, so they shouldn’t be too worried. I guess we were wrong..

  45. Vou escrever em minha língua, apesar de sete anos de curso de inglês, uma vez que sou brasileira. Gostaria de dizer, em primeiro lugar, que não somos “farmers” e sim, que surpresa, temos acesso à Internet! Até trabalhamos com ela, o que é uma coisa impressionante!!! O que cabe aqui não é a discussão sobre a origem do mapa, a mentira, blablá… e sim o respeito por outros povos. O ser mais ignorante do mundo é aquele que acredita ser superior aos outros. O grande problema dos EUA é seu profundo desrespeito e desconhecimento do restante do mundo; acreditam serem superiores e melhores em tudo e se esquecem que são feitos de uma mistura de culturas, como qualquer civilização presente na Terra, nos dias atuais. O mundo seria melhor, livre de guerras e de problemas ambientais se o ser humano, em especial o ser Norte Americano, soubesse o significado da palavra respeito. Afinal, somos todos a mesma MERDA, não importa a origem, a raça, o credo, a nacionalidade. Queremos respeito! Somos uma Nação tão “velha” quanto a sua e pode ser que, num futuro não muito distante, sejamos até mais “desenvolvidos” que vocês! Aqui no Brasil dizemos: “Não cospe pra cima porque cai na testa”…

  48. This is a well known email hoax. US don’t have the main power to invade the north part of South America and Brazil, don’t have the equipment required to defend against a large scale invasion. Amazon is a remote area and the local government already has problems to monitor it against gold miners and Colombian drug dealers. Is a silly hoax.

    Considering the Vietnam defeat, would be unwise to American troops trying to fight Brazilians in the jungle. Also, would have every Latin men with two arms and a piece of stick crossing American borders as retaliation.

    Even the most powerful country in the world has it’s limitations…

Going a bit aside from the main topic, I need to say something to my fellow Brazilians: it is ridiculous, to say the least, to insist in spelling “Brazil” or “Brazilian” by using an “S” (”Brasil”)instead of a “Z”, while writing in English, just because by the Portuguese language rules “Brazil” is written with an “S”.
    In that parochial way of thinking of yours, in order to be coherent, you should write then “Suomi” when talking about Sweden in Portuguese, instead of “Suécia” and so on!
    Em outras palavras, é patético insistir em usar a grafia com “S” ao escrever a palavra “Brasil” em inglês. Se fosse assim, teríamos que grafar “United States” ao falar dos EUA em português, ou então “France” ao falar sobre a França e assim por diante.
    Tentar defender a nossa Amazônia usando artifícios provincianos é simplesmente contraproducente!

    The map is from my site (www.brazilbrazil.com). Somebody sent it to me asking if it were real and I posted it around 2000 (?). Somebody found it and posted it here. No problema!

    It is phony, a bad fake! It is so bad that is must have been done as a joke, not leftist propaganda.

    (Para quem nao entende ingles, o mapa e’ falsificado! E uma fabricacao cheiro de erros de todos os tipos!). I even got a message from the US state department asking me about it. Go figure.

    And there was the kid that sent me an email saying that it was a well-known fact that the USA was testing (had tested) nuclear weapons in the Amazon. Yep! I wonder what happened to Nevada?

    Anyway, this is a great site and I have three maps here (only one of which I submitted!).

    The trouble is that some people will believe anything about the USa (and West) aas long as it is bad – No matter how stupid or absurd.

  82. One thing is true: in 2006 President Lula Da Silva aproove a law that gives some power to private capitals on that area.

    We don´t know if this book does exist, but it´doesn´t matter at all, because we do know that USA is a pirate country, just like England.

    The people in those countries must understand that this is true, because there is only one reality. We shouldn´t be fighthing with each other. USA must let the other countries be. Live your own life, please!

  83. I received today the email with that map, and my first reaction was ¿WHAT??? Then.. I just thought it was too much, even if the education of USA is not the same that in Europe, it couldn’t be that bad. I googled it, and end up here… and read every post… And there’s an anti US feeling lately, for sure, and sometimes before we spit on someone face, we should look ourselves in the mirror… we could find something that we don’t like neither… Instead of pointing each other with the finger and judge, we should use each other qualities to make this world, our world a better place to be.. all together, because the Earth belongs to every single one of us, and we are all responsible for the past, the present and the future of our Mother Earth.

  87. sea o no cierto el mapa y toda su leyenda, hay una triste realidad, y este pais que se vanagloria de ser salvador de pueblos “ignorantes”, “primitivos”, “traficantes”, no puede vivir sin comerse al resto. Es un país de mierda. Como en todo país existe gente que quiere hacer bien y gente que quiere hacer mal.
    Obviamente habrá muchos norteamericanos que repudian lo que sus gobernadores pretenden hacer de nuestras tierras.
