This is simply a “geopolitical map” that records all possible disputes and threats to a country. It’s highly schematic and it’s actually a mere illustration of a more detailed text. “Američki meksikanci” (= American Mexicans) and so are just “potential internal sources of conflict”.

Some translation:

There are similar maps for EVERY country in that book for sure!

After reading 66 comments, I am left with the impression most people benevolently attribute the map to the specific circumstances of Yugoslavia in the 1980’s and its internal issues.

Newsflash: even if Yugoslavia had a different kind of communism, etc., etc., it was still a Communist state. And the avowed goal of any good komrade was to expand communism and destroy the evil capitalist societies of the West.

People tend to forget that, if they had had the chance, they would have destroyed our way of living. No need to deconstruct the map as a reflection of South Slavic psychoses.

Although the commies were demoralized at the time, their ministries of propaganda still wanted their kids to know who the enemy was and how it was to be destroyed.
